Boards and Schedules

Meetings are held at the Region 1 Planning Council office at 127 N. Wyman St., Rockford unless otherwise specified. All board and committee meetings are posted and conducted in accordance with the Open Meetings Act of Illinois. Consistent with 5 ILCS 120/2.02(b) Open Meetings Act, any news medium may file an annual request to receive notice of public meetings by submitting the request in writing to info@r1planning.org.

Meeting minutes, agendas, and other materials will be posted for one year. For archived materials, send a request to info@r1planning.org

The Governing Board provides direction and oversight of Region 1 Planning Council’s regular activities.

Meetings are held quarterly on the second Thursday of the month at 8:00 am.

The Executive Committee is a group of Governing Board members that acts on administrative matters on behalf of the Board.

The Committee meets bimonthly on the last Friday of the month at 7:30 am.

The Climate Resiliency Forum is a collaborative space to further environmental planning and engagement in the region. The purpose of the forum is to share input, ensure that potential social, economic, and environmental issues are considered, address challenges encountered in climate resiliency planning, and guide the regional Climate Action Plan.

The Forum meets bimonthly on the fourth Tuesday of the month at 4:00 pm.


The Community Advisory Forum represents public opinion in developing regional plans and programs and provides continual feedback between R1 and the sectors it serves. Composed of a broad range of agencies and businesses, the Forum diversifies and strengthens input on regional initiatives.

Meetings are held bimonthly (even-numbered months) on the fourth Thursday of the month at 3:30 pm.


The Board of Trustees oversees the Land Bank’s activities in northern Illinois to combat blight and return properties to productive use.

The Board meets quarterly on the second Friday of the month at 2:00 pm.



The MPO Technical Committee provides technical advice and recommendations to the MPO Policy Committee for approval and implementation. 

The Committee meets on the Thursday following the third Tuesday of every month at 10:00 am.


The Committee advises the MPO Technical and Policy Committees on active and public transportation policy, planning, and implementation, and related transportation planning initiatives.

The Committee meets as needed, at a minimum of twice per year. 


The Winnebago County Rail Authority provides for rail and related transportation services in the county, as well as economic development opportunities pertaining to rail and its properties. The Region 1 Planning Council Executive Director also acts as Executive Director of the Rail Authority, as the Authority is under the direction of the regional MPO.

The Authority meets annually. Meetings are held at Chicago-Rockford International Airport Auditorium, 60 Airport Dr., Rockford.


The WinGIS Policy Committee provides direction and oversight for the Winnebago County GIS consortium.

The Committee meets quarterly on the second Thursday of the month at 9:15 am.

The WinGIS Technical Committee discusses technical issues that affect members' GIS data, database maintenance, and site functionality for the Winnebago County GIS internal and public-facing websites.

The Committee meets the third Thursday of every month at 9:00 am. Meetings are held at Loves Park City Hall, 100 Heart Blvd.

The Winnebago County Community Mental Health Board plans, implements, and monitors a system of mental health and substance use services in Winnebago County. The Board oversees fund distribution for these services, provided by a half cent county sales tax.

The Board meets on the first Wednesday of every month at 2:00 pm.
