Region 1 Planning Council (RPC) is initiating a call for projects for the local apportionment of FTA Section 5310: Enhanced Mobility of Seniors and Individuals with Disabilities grant funds. The PDF application and associated appendices are available below. Due to a delay in the release of the Illinois Department of Transportation’s (IDOT) Consolidated Vehicle Procurement (CVP) 2019 Rolling Stock Capital Assistance application, this year’s local application process will use IDOT’s 2018 CVP application materials. 

As was the case in previous funding cycles, applications from eligible agencies that originate transportation service within the Rockford urbanized area are only able to apply for funds from the local apportionment. IDOT and RMTD are co-designated recipients of the regional FTA 5310 funds. 

The MPO Alternative Transportation Committee (ATC) will review completed applications at the April 9th, 2019 meeting. The ATC’s recommendation will go before the MPO’s Technical and Policy Committees in April 2019, providing applicable organizations ample time to submit their final application materials in coordination with IDOT’s revised CVP program schedule.


Additional Application Materials Required

In addition to a completed application, scanned PDF copies of the following are required:

  1. ‘Section II: Applicant Information’, signed by the applicant’s authorized representative.

  2. Formal letter of endorsement from the local public transportation provider in the applicant’s proposed service area.

  3. ‘FTA Fiscal Year 2019 Certifications and Assurances’, signed by the applicant, the applicant’s authorized representative, and the applicant’s Attorney. (Appendix A)

  4. Published ‘Public Hearing Notice’ held regarding the application and minutes thereof. (Appendix B)

  5. ‘Opinion of Counsel’ signed by the Applicant’s legal counsel (Appendix C)

  6. Signed Governing Board Resolution designating the authorized signatory representative for the application (Appendix D)

  7. Any and all documentation materials referenced or requested in application sections III, V, VI, and VII.
